PM Netanyahu to tell Trump Gaza Peace Plan is ‘stuck’ as IDF prepares new ground offensive to disarm Hamas

Israeli Prime Minister Benjamin Netanyahu plans to inform U.S. President Donald Trump that his peace plan for the Gaza Strip is “not moving” forward as the terror group Hamas continues to refuse disarmament, The Times of Israel (TOI) reported on Tuesday.

Netanyahu will bring up this issue in the meeting at the White House on Wednesday, an Israeli source told TOI as the prime minister’s plane was in the air.

Meanwhile, The New York Times reported that the United States, in an attempt to advance the ceasefire plan, may offer Hamas to keep its small arms if it agrees to hand over heavy weaponry.

The U.S. has declared that the ceasefire had moved into its second phase last month, after IDF troops found the remains of the final Israeli hostage, Ran Gvili, and brought him back for burial.

However, this phase was intended to include the disarmament of the terror group and the transfer of the governance of the Gaza Strip to the new National Committee for the Administration of Gaza (NCAG).

The NCAG has been formed but is still operating from Egypt, and Hamas has rejected both the entry of the International Stabilization Force (ISF) into the enclave – intended to provide security – and calls to lay down its weapons.

The source told TOI that Israel has informed U.S. officials that the only way to advance the peace plan is to allow the IDF to enter Gaza and disarm the terror group militarily.

The Israeli military is already working on plans for a new, large-scale ground offensive in Gaza to achieve this goal, TOI reported separately.

However, the Trump administration is unlikely to approve such an operation at the moment, as it would risk alienating regional partners who signed up for Trump’s 20-point peace plan and the elaborate governing system under the Board of Peace (BoP).

Trump has claimed several times that Hamas privately “promised” U.S. officials it would disarm, but the group’s leaders have consistently rejected this in public statements over the past months.

According to a New York Times report on Wednesday, a U.S. team led by Special Envoy Steve Witkoff, Trump’s senior advisor and son-in-law Jared Kushner, and Board of Peace (BoP) High Representative Nickolay Mladenov will present Hamas with a plan outlining its disarmament in the upcoming weeks.

The plan envisions the terror group handing over all heavy weaponry capable of striking Israel, including rockets, mortar grenades, and RPGs, among others.

However, it would be allowed to keep small arms, for example, Kalashnikov rifles. The report was based on several officials, including a regional diplomat, and people familiar with the plan, who told the NYT that the draft document is still subject to changes.

During last month’s BoP launch in Davos, Switzerland, Kushner presented an outline for the future of the Gaza Strip, which included the stipulation that Hamas’ heavy weapons would be “decommissioned immediately,” while small arms would be “registered and decommissioned” as part of a transitional process in which the NCAG and the ISF would assume control of Gaza.

Last month, U.S. Ambassador to the UN Mike Waltz confirmed reports that the U.S. plans to offer Hamas terrorists a “buy-back” program, either offering amnesty and money or new jobs in exchange for their weapons.
