Israel and EU said to reach agreement allowing more aid into Gaza as ceasefire negotiations continue

EU was considering diplomatic actions against Israel over possible human rights violations

Israel and the European Union reached an agreement to significantly increase humanitarian aid to the Gaza Strip, Bloomberg reported on Thursday. 

The EU's foreign policy chief Kaja Kallas said that in the coming days, there will be a noticeable increase in the amount of daily supplies transferred into the Gaza Strip. 

“Following the Israeli Cabinet’s resolutions and the constructive dialogue between the EU and Israel, significant steps have been agreed by Israel to improve the humanitarian situation in the Gaza Strip,” Kallas announced on Thursday. 

“This deal means more crossings open, aid and food trucks entering Gaza, repair of vital infrastructure and protection of aid workers. We count on Israel to implement every measure agreed,” Kallas said. 

The announcement comes as the EU’s foreign policy arm had been considering options for diplomatic actions against Israel following “indications” that Israel may have violated human rights obligations in the pact between the European bloc and the Jewish state. 

EU Commission spokesman Anouar El Anouni said that the upcoming measures will be implemented in such a way as to make sure that aid is not diverted by Hamas. As part of the agreement, additional crossings will be opened for the entry of humanitarian aid into the enclave and fuel shipments to humanitarian facilities will also resume. 

Kallas released a statement regarding the new steps to increase aid in the enclave. 

“These steps include, among other things, the substantial increase of daily trucks for food and non- food items to enter Gaza, the opening of several other crossing points in both the northern and southern areas; the reopening of the Jordanian and Egyptian aid routes; enabling the distribution of food supplies through bakeries and public kitchens throughout the Gaza strip; the resumption of fuel deliveries for use by humanitarian facilities, up to an operational level; the protection of aid workers; the repair and facilitation of works on vital infrastructure like the resumption of the power supply to the water desalination facility,” the statement said. 

According to a European official, the agreement does not involve the American run Gaza Humanitarian Foundation (GHF) in any way. Many humanitarian aid groups have opposed the work of the GHF, claiming its manner of distributing aid endangers Palestinians. However, most of those aid groups have not condemned Hamas' seizure of humanitarian supplies, even after the IDF presented evidence of the seizure. 

While the Israeli Foreign Ministry did not initially release a statement regarding the agreement, Foreign Minister Gideon Sa’ar later confirmed that the security cabinet had taken decisions to improve the humanitarian situation in Gaza. 

Sa’ar addressed the recently announced agreement between Israel and the European Union to increase the flow of humanitarian aid into Gaza, confirming the EU’s earlier statement that the Israeli government has passed resolutions on the initiative.

“Following our dialogue with the EU, our security cabinet made further decisions on Sunday to improve the humanitarian situation in Gaza,” Sa’ar said at a joint press conference with his Austrian and German counterparts in Vienna. 

Neither the EU statement, nor Sa’ar’s comments gave any indication as to what steps will be implemented in order to prevent the seizure of humanitarian aid by Hamas, as has happened repeatedly since the start of the Iron Swords War. 

The move comes as the administration of U.S. President Donald Trump has been seeking to reach a new hostage-ceasefire agreement in Gaza. Trump expressed his opinion earlier this week that an agreement could be reached soon.
