Full text: The document for the ‘Comprehensive End to the Gaza War’ signed by Hamas & Israel

Document doesn't guarantee return of all hostage bodies

The text of the agreement between Israel and the Hamas terrorist organization, titled “Comprehensive End to the Gaza War,” was published by Kan News on Thursday. The document also includes the signatures of the mediators.

Below is the full text.

Implementation Steps of the Agreement:

1.    President Trump announces the end of the war in the Gaza Strip, and that the parties have agreed to implement the necessary steps to that end.

2.    The war will immediately end upon the approval by the Israeli government. All military operations, aerial and artillery bombardment, and targeting operations will be suspended. During the 72-hour period, aerial surveillance will be suspended over areas which IDF forces have withdrawn from.

3.    Immediate commencement of full entry of humanitarian aid and relief, as determined in the Proposal, and at a minimum in consistence with the 19 January 2025 agreement regarding humanitarian aid. Humanitarian aid and relief implementation steps are attached herewith.

4.    The IDF will withdraw to lines agreed upon as per map X attached herewith, and this will be completed after President Trump’s announcement and within 24 hours of Israeli government approval.The IDF will not return to areas that have been withdrawn from, as long as Hamas fully implements the agreement.

5.    Within 72 hours of the withdrawal of Israeli forces, all Israeli hostages, living and deceased, held in Gaza will be released (list attached).

a. As soon as the IDF completes the withdrawal, Hamas will commence investigating the status of the hostages and collect all information pertaining to them. Hamas will provide feedback and on its findings through the information-sharing Mechanism under 5.e below. Israel will provide information on the Palestinian prisoners and detainees from the Gaza strip held in Israel.

b. Within the 72 hours, Hamas will release all living hostages, including those held by the Palestinian factions in Gaza.

c. Within the 72 hours, Hamas will release the remains of the deceased hostages in its possession and those in the possession of the Palestinian factions in Gaza.

d. Hamas will share, within the 72 hours, all the information it obtained relating to any remaining deceased hostages through the information-sharing mechanism in paragraph (e) below.
Israel will provide information on the remains of the deceased Gazans held by Israel.

e. Establishment of an information-sharing mechanism between the two sides through the mediators and the ICRC, to exchange information and intelligence on any remaining deceased hostages that were not retrieved within the 72 hours or remains of Gazans held by Israel.
The mechanism shall ensure that the remains of all the hostages are fully and safely exhumed and released. Hamas shall exert maximum effort to ensure the fulfillment of these commitments as soon as possible.

f. As Hamas release all the hostages, Israel will release in parallel the corresponding number of Palestinian prisoners as per the attached lists.

g. The exchange of hostages and prisoners will be done according to the mechanism agreed upon through the mediators and through the ICRC without any public ceremonies or media coverage.

6.    A task force will be formed of representatives from the United States, Qatar, Egypt, Turkey and other countries to be agreed upon by the parties, to follow-up on the implementation with the two sides and coordinate with them.

A Palestinian source familiar with the negotiations told Kan News earlier on Friday that returning the remains of all deceased hostages could take many months.

U.S. President Donald Trump also said on Thursday evening that some of the bodies of deceased hostages will be more difficult to locate and recover.

It was also reported on Friday that Hamas told the mediators and Israel that there are some bodies whose locations are unknown, and therefore, it was decided that their recovery and return would be carried out via a joint Israeli-Palestinian-Qatari-Egyptian-Turkish mechanism.

Israel stresses that the return of all deceased hostages is a vital part of the agreement. However, there is no clear commitment regarding the remains that will take time to locate, aside from a general statement that all hostages will be returned.

Hostage Families Headquarters: 'The agreement does not provide the necessary certainty for the return of all deceased hostages.'

The version of the deal approved by the government on Thursday night included a threat, anchored in what is referred to as “Appendix B,” about what will happen if all the deceased hostages are not returned.

However, a source familiar with the contents of this appendix, it is mostly “a jumble of words,” according to Kan News.

The same source said that the Israel-approved version lacks concrete guarantees ensuring the return of all deceased hostages.

This issue is considered central in the negotiations, to the extent that Israel is expected to be significantly involved if not all remains are located.

The Hostage Families Headquarters issued a statement on Friday morning, declaring: “The agreement does not provide the necessary certainty for the return of all deceased hostages. The struggle is not over. The return of the last hostage must be enshrined in the agreement, with significantly increased pressure levers on Hamas.”

“The success of this agreement will be measured solely by the return of the last hostage – living or deceased.”

The families' headquarters emphasized that the people of Israel will not accept a reality where the remains of hostages are left in enemy hands.

“The headquarters calls on all parties involved in the agreement to ensure that the return of all deceased hostages for proper burial in Israel stands at the forefront of negotiations, and serves as a precondition for the full implementation of the agreement by all parties.”

“The current agreement lacks binding timelines and the pressure mechanisms and penalties required to ensure the return of all remains for a dignified burial in Israel. Israel must not accept or normalize any possibility of abandoning its fallen.”

“The people of Israel will not rest and will not give up on any man or woman. Our national, ethical, and moral duty is to guarantee the return of the last hostage. The emerging agreement must reflect this and condition any progress on it.”

“The Government of Israel and the mediating states must ensure that Hamas honors its commitments and returns all 48 hostages and the one female hostage – the living, for rehabilitation, and the deceased, for proper burial in their homeland. This is one duty, in one complete and comprehensive deal,” the families stated.
