Hamas issues condemnation of Treasury Department’s decision as ‘unjust and oppressive’

The U.S. will sanction six Gaza-based organizations that say they provide aid to Palestinian civilians, charging that they actually give support to Hamas, the Treasury Department’s Office of Foreign Assets Control (OFAC) announced on Wednesday.

Deputy Spokesman Thomas Pigott said that while the Gaza-based NGOs claim to provide medical care to Palestinian civilians, they, in fact, support the Izz al-Din al-Qassam Brigades, which is the military wing of Hamas, according to a press release.

OFAC claims the designation of the NGOs as terror funders was done based on “documentary evidence taken from Hamas offices after October 7, 2023.” 

OFAC also said that Gaza-based organizations Waed Society Gaza, Al-Nur Society Gaza, Qawafil Society Gaza, Al-Falah Society Gaza, Merciful Hands Gaza, and Al-Salameh Society Gaza are organized by, and integrated into, Hamas’ military wing. 

"Hamas’s insidious practice of operating behind civilian organizations endangers Palestinians and undermines efforts to build a lasting and prosperous peace. By exposing organizations with secret ties to Hamas, OFAC is strengthening the international community’s ability to support legitimate Palestinian interests," the Treasury's statement said. 

Further, the Treasury Department said that members of Hamas’ internal security forces have been “formally assigned to work in these so-called charities.” It claimed the “documentary evidence captured from Hamas also shows that Hamas provides its fighters with detailed instructions on how they must navigate the group’s own bureaucracy to formally request their affiliated organizations provide their fighters with specific projects and services.” 

Additionally, OFAC identified an international organization, called the Popular Conference for Palestinians Abroad (PCPA), as also acting “clandestinely” on behalf of Hamas. The PCPA was the main organizer of several recent flotillas to Gaza which sought to break the Israeli blockade on Gaza, imposed in order to prevent attempts to smuggle weapons into the enclave. 

The Treasury called the PCPA "a front organization for Hamas [that] operates in accordance with Hamas directives.” It cited a 2018 letter from former Hamas political leader Ismail Haniyeh, which called PCPA as a core part of Hamas' international outreach strategy. 

According to open-source intelligence investigator and writer Eitan Fischberger, this latest action by OFAC brings the total number of Palestinian NGOs worldwide designated by the U.S. government as terror financiers to 28. 

Under Secretary of the Treasury for Terrorism and Financial Intelligence John K. Hurley said, “The Trump Administration will not look the other way while Hamas leadership and enablers exploit the financial system to fund terrorist operations.” 

Following the announcement of sanctions against the seven organizations, Hamas on Thursday released a statement condemning the decision by the U.S. Treasury Department. 

“We strongly condemn the decision by the U.S. Treasury Department to impose sanctions on a number of Palestinian institutions and figures active in advocacy and humanitarian relief,” the statement read. “We consider these decisions unjust and oppressive, based on incitement by the criminal Zionist entity, which continues its open war against our people and our national cause.” 

Hamas further stated that the Treasury Department’s decision “will only exacerbate the suffering of our Palestinian people in the Gaza Strip, a suffering created by the occupation,” before demanding that the U.S. “retract these measures, which are biased in favor of the occupation, and work to compel it to fulfill its obligations under the agreements reached, including opening the crossings, allowing the entry of aid and shelter supplies, and enabling the National Committee to carry out its work immediately.” 

The terror organization did not offer any dispute regarding the details of the Treasury Department’s claims.
