Hamas helps organize & fund ‘Global Sumud Flotilla’ en route to Gaza, Israel reveals
PCPA has close ties to Hamas, acts as its foreign representative

Hamas documents found by Israeli troops in the Gaza Strip show the direct involvement of the terror group in the organization and funding of the “Sumud” flotilla that is currently approaching Gaza through the Mediterranean Sea.
The Israeli Foreign Ministry released pictures of part of the documents, as well as translations and photos showing some of the flotilla’s organizers together with senior Hamas leaders.
Among the flotilla’s main organizing groups is PCPA (Palestinian Conference for Palestinians Abroad).

According to the ministry, “While Hamas in the Gaza Strip is responsible for what happens inside the Strip, Hamas Abroad is responsible for activity outside the Gaza Strip, with emphasis on the PCPA organization, which is subordinate to Hamas and serves as a wing of the movement.”
The group has been designated as a terror organization by Israel since 2021, due to it serving as “Hamas’ representative body abroad, operating de facto as Hamas’ embassies.”
“The organization operates under the pretense of civilian cover and is responsible, on behalf of Hamas, for mobilizing actions against Israel, including violent demonstrations, marches against Israel, and demonstration and provocation flotillas.”
The “Global Sumud Flotilla” contains about 50 civilian vessels that are currently en route to Gaza, aiming to break the Israeli blockade. It is led by several well-known anti-Israel activists, among them the Swedish Greta Thunberg.
One document is a letter signed by Hamas’ then-political leader, Ismail Haniyeh, in which he endorses PCPA.
So why did the flotilla reject every offer that was made to them — including an offer by the Italian government and the Vatican — to transfer any aid they might have peacefully to Gaza?

Another document contains a list of PCPA operatives, some of whom are high-ranking and well-known Hamas operatives.
Among them are Zaher Birawi, the Head of the PCPA’s Hamas sector in the UK, and a leader of the demonstration flotillas to the Gaza Strip for some 15 years, and Saif Abu Kishk, a PCPA operative from Spain.

Saif Abu Kishk, a Hamas operative, runs Cyber Neptune, a shell company in Spain. Through it he owns the flotilla ships sailing to Gaza.

Abu Kishk is also the CEO of Cyber Neptune, a front company in Spain that owns dozens of the ships participating in the flotilla.
“This confirms that key assets of the flotilla are effectively owned and controlled by Hamas,” the Foreign Ministry said. “They clarify the chain of command and financial support behind these operations, which have long been presented under civilian pretense.”

The Foreign Ministry has highlighted the terror connections of the Sumud flotilla in the past. In another post, it noted that Marouan Ben Guettaia and Wael Nawar, two of the spokespersons of the flotilla had been pictured multiple times with the Head of Hamas in North Africa, Youssef Hamdan.
PCPA claims to represent 6-7 million Palestinians living in over 50 countries. The group is publicly rejecting the Oslo Peace Accords of 1993, and acts as a rival claimant to the Palestinian Authority’s representation of the Palestinian people abroad.
PCPA supports the “resistance” against Israel, including Hamas’ fight against Israel in the current war.
At a PCPA summit in Istanbul in June 2024 with some 200 representatives, speakers argued that Hamas’ Oct. 7 massacre “catalyzed ‘achievements’ gained by the Palestinians, including anti-Israel student demonstrations in the United States, a rise in international attention to the Palestinian cause, a ‘schism’ that has split Israeli society over the war, and the issue of the 120 Israeli hostages held in the Gaza Strip,” Khaled Abo Toameh, an expert for Palestinian Affairs, wrote for the Jerusalem Center for Security and Foreign Affairs.
The “Sumud” flotilla is currently being escorted by Italian and Spanish naval ships and is expected to reach Israeli waters in the coming days.
