As votes were still being counted and with no winner yet declared, U.S. President Donald Trump took a preemptive strike at Democrats, expressing frustration that several states stopped declaring their vote count and raising the specter of fraud in the tally.

"This is a fraud on the American public. This is an embarrassment for the American public. We were getting ready to win his election. Frankly we did win this election."

He said he would bring in the Supreme Court if necessary.

"We want the law to be used in a proper manner."

Trump's comments immediately set off a Twitter storm with criticism that he was accusing Democrats of stealing the election with zero evidence.

"Millions and millions of people voted for us tonight and a very sad group of people is trying to disenfranchise that group of people, We won't stand for it," Trump said.

Chris Wallace on Fox News says the divided country is a “flammable situation” and Trump “just threw a match” into the mix.

Trump claimed victory in Georgia, North Carolina and held out hope for Pennsylvania as well.

"We were getting ready for a big celebration. We were winning everything and all of a sudden it was called off. The results have been phenomena," Trump said. "We were getting ready to celebrate something that was so beautiful, so good."

"The citizens of this country have come out in record numbers," he said.

"Florida... we won it by a lot. We won the great state of Ohio. We won Texas by 700,000 votes and they don't even include it in the tabulations."

"It is also clear we have won Georgia. ... they can't catch us. Likewise we've clearly won NC. We were up 1. 4 percent. They can't catch us."

"Arizona, we have a lot of life in that and somebody declared it was a victory for (Joe Biden) ... maybe it will be. It's possible," he said. But he held out hope: "There's a possibility, maybe, even a good possibility and since I checked the numbers have even substantially come down."

"But most importantly we are winning Pennsylvania by a tremendous amount," he said.

Trump address some 400 supporters in the East Room of the White House after 2 a.m. Washington time.

Joe Biden spoke briefly about 90 minutes earlier.
